There is not a whole lot going on. From the predominantly south winds I can tell that there is a low pressure system somewhere to the North North west of Eau Claire. I'm not sure what a "xx" means on the station model, unless they mean "**". In this case they are saying we have light continuous snow, which has since ended. Our High from yesterday must have recently moved because we were at a High for the week in terms of the pressure, but is now falling. For today High/Low is 36/28 with light winds from the SSW. No snow on the forecast until Wednesday with a chance of 40%
